The Olu of Warri's council in Delta State represents one of Nigeria's oldest monarchical governance systems, with the Itsekiri kingdom dating to the 15th century. The Olu governed with a council of hereditary chiefs (Ologbotsere, Uwangue, Iyatsere) who administered justice, regulated trade, and managed diplomatic relations with European merchants. The kingdom's early contact with Portuguese traders in 1485 makes it one of the first Nigerian polities to engage with European governance concepts while maintaining indigenous judicial traditions.
